Minutes of the meeting of Bridford Parish Council held at the Village Hall on Monday

10th September 2012 at 7.00pm

Present: Cllrs G Hearnden (Acting Chairman), E Price, D Goodwin-Hughes, T Evans, A Lord

Mrs J P Banks (Clerk) and three members of the public.

3        Public Discussion

Dog Fouling – a Parishioner wished to bring to the attention of the Parish Council, for information only, that a number of dog faeces have been found in the churchyard.

Anyone visiting the church is asked to keep the gates closed.

Overgrown Hedges on Bridford Hill – a Parishioner reported that this is making the road hazardous for vehicles.  The Chairman confirmed that this matter had been discussed at the August meeting.  Each land owner is responsible for their own boundary hedge and following the recent spell of continuous wet weather, they were probably trying to catch up on getting hay cut and baled, with hedge cutting therefore not being a priority. 

Barn opposite Spring Water Bungalow – a member of the public has reported that the barn is currently being used for residential purposes.  The Parish Council will advise DNPA

Land at Smithacott, Bridford – a Parish Councillor questioned why DNPA has refused to issue a Certificate of Lawful use or Development re the existing use of the building as a dwelling house.

MATTER ARISING

4                    Minutes – the Parish Council resolved to approve the minutes of the Parish Council

meeting held on 2nd August 2012 as a true and accurate record of the meeting.

5                    Allotments – there is still one half plot vacant which is being advertised.   Cllr Price

volunteered to take over as the Allotments Liaison Officer.  As Tom French was on holiday, Mrs W Hedley kindly judged the allotments.  Mr & Mrs Leversedge won the best kept allotment trophy for 2012.

6                    Play Area – following the 2012 RoSPA report, Cllr Price has listed the jobs which

need to undertaken to keep the Play Area and equipment up to the required standard.

Cllr Lord will approach a Parishioner who it is thought would be willing to do the painting and re-staining of equipment.  Cllr Price will contact Doug Hamilton-Cox re the repair of the tarmac on the BMX track.   Cllr Goodwin-Hughes will look at the carousel to see what will be required to level it and reinstall with the correct ground clearance, with a view to getting a working party together to put it right.

7                    Casual Vacancy re Bridford Parish Council – the Clerk has followed up those who

initially expressed an interest in joining the Parish Council, but with no success.  The

 vacancy will be publicised again in Unity and on the main notice board.

8                    Bus Route 361 to Newton Abbot – Devon County Council has advised that it has asked Dartline to keep it advised of passenger numbers and report if the bus is running full over the coming weeks during term time so that a larger bus can be utilised at October half term and subsequent school holidays.

9                    Village Hall – nothing new to report.  The “Big Build” project is ongoing.

            County Council’s Transport Co-ordination Service has the matter in hand.

       24  B3212 Exeter to Moretonhampstead – letter from Mid Devon Cycling Club re the

             state of the road.  See item 30 - enquiries will be made to see if the

             proposed road repairs relate to the  piece of road in question by the Cycling Club.

       25 North Dartmoor Search & Rescue Team is looking to raise £200,000 to purchase and

            equip a new building for use as an operation centre.  The Parish Council referred to its

            general policy of not supporting organisations that are not within the Parish. A reply

            will be sent.

       26 Village Garden – this was purchased by the Steers and the Garforths and it is

            understood that there is an agreement that on death, the garden will pass to the

            Parish Council.  Sadly, this situation has now arisen.  The Clerk will contact Roger

            Clark who is trying to find out more information.  A working party will be arranged to

            tidy up the garden.

27    Proposed Changes to Council Tax Benefit – have your say.  Teignbridge District Council has opened a consultation enabling residents to comment. This can be accessed by visiting www.teignbridge.gov.uk/ctsupport  

28    DPFA AGM in conjunction with the Rural Futures Conference Exhibition will take place on 28th September at Exeter Racecourse

29    Warnings – Following the theft of a quad bike from a farm in Cheriton Bishop, a warning has been issued to leave vehicles secure when unattended with keys removed.

30    Road Closure for drainage works on the road from Westcott Lane to Toll Cottage, Doccombe with effect from 15th October until 26th October between 08.00 and 17.00

31    County and District Elector Fund has been set up for Town and Parish Councils working together.  The grant is a sum based on £1.10 per electorate as at July 2012.

At the August Parish Council meeting, it was suggested that other Parishes in the Teign Valley may wish to support the Skate Board Park project at Christow..  The Clerk will contact Christow and Dunsford to see if they wish to participate.

32    Your Community, Your Choice – a series of meetings will be led by John Hart,

Leader of Devon County Council. Local meetings will take place at Newton Abbot

(the Passmore Edwards Building) 12 November at 6.30pm and at Exeter (St Sidwells

Community Centre) 20th November 6.30pm

33    Citizens Advice Teignbridge – Annual General Meeting will take place 2nd October

at Newton Abbot Recreational Trust, Marsh Road, 7.00pm

34    District Councillors Report – Dst Cllr Purser was unable to attend the meeting.

35    Public Discussion

Hedges and grass behind trees at top of Bridford Hill Hedges and grass behind trees at top of Bridford Hill – the Parish Council had previous agreed to get together w working party to cut back and tidy up this area.  It was decided to wait until the leaves had fallen to make the task easier.  The scouts will be asked if they would like to help.

Snow Warden Scheme – Cllr Goodwin-Hughes will be arranging a training session for all volunteers and anyone else who would like to attend.  Training is a requirement to ensure that all volunteers are covered by Devon County Council’s insurance.  The proposed date is 25th October, 7.00pm at the Village Hall.  An item will be put in Unity magazine.

     The Chairman closed the meeting at 8.10pm

At the start of the meeting the Chairman paid tribute to Linda Steer who had been both Clerk to the Parish Council and then served for a number of years as a Parish Councillor.  Those present observed a minutes silence as a mark of respect.

MATTER ARISING

 

4                    Minutes – the Parish Council resolved to approve the minutes of the Parish Council

 

      meeting held on 2nd July 2012 as a true and accurate record of the meeting.

 

5                    Allotments - the Clerk will find out if Tom French is available to judge the allotments.

 

      The cup to be presented to the winner at Christow Show.

 

6                    Play Area – the RoSPA inspection report highlighted a number of issues which need

 

      dealing with.  Cllr Price volunteered to take over as the Council representative for the  

 

      Play Area and will make a list of the work that needs to be done and bring it to the

 

      next Parish Council meeting.  Councillor Lord thinks there is somebody in the village

 

      who may be willing to give his time to undertake these tasks.

 

7                    Parking outside Old Harriers – DCC has now corrected the white painted lines on the

 

      road so that the water hydrant is now included in the crossed hatching area.

 

8                    Town and Parish Councillors Code of Conduct & Councillors Register of Interests

 

       The Clerk thanked the Parish Councillors for completing the new Register of Interest

 

       Forms and confirmed that these will be published on TDC’s website. 

 

9                    Notice of Casual Vacancy re Bridford Parish Council – Following the resignation of

 

       Cllr Woodley, the official notice of a Casual Vacancy has been placed on the main

 

       notice board.  After the 14th August, if an election is not requested, the Parish Council

 

       may co-opt another member onto the Parish Council.

 

10                Bus Route 361 to Newton Abbot – the Parish Council’s letter to Dartline Coaches

 

       requesting a larger vehicle for the Wednesday Newton Abbot service has so far not  

 

       received a response.

 

11                Blocked Ditch / Drainage between Heltor  View and Plaistow Green – DCC

 

       Highways will ask the Parish Lengthsman to try and resolve the problem of flooding

 

       on this road.

 

ANY OTHER MATTERS ARISING

 

12                Newly Planted Trees – the Parish Council has now received the official licence in

 

      respect of the recently planted trees on Bridford Hill and Highways has confirmed

 

      that it has waived the £150 fee on this occasion.

 

13                Meetings Attended by any members of the Parish Council – the Chairman attended

 

      and stood in as temporary chairman at the meeting concerning the future of the

      Village Hall.   It was confirmed that David Howell will act as Chairman for the time

 

      being and Mike Piggott will take on the role of Secretary. A number of people are

 

      prepared to continue on the hall committee and it is intended that plans to extend the

 

      building will go ahead.

 

     The Chairman also attended the recent TALC meeting.  Most Parish Councils have

 

     adopted the recommended NALC Code of Conduct.  The gypsy travellers site was

 

     discussed.  This is due to go to planning soon.

14 Heath Cottage, Bridford – re proposed reinstatement of two historic window openings

 

(DNPA ref. 0381/12) “The Parish Council has no objections”

 

       15  1 Greenhill Cottages, Bridford  - re proposed construction of artists studio in garden

 

      (DNPA ref. 0338/12). Deferred from last meeting pending a site visit by the Parish

 

       Council.   Following a site visit, “The Parish Council ‘in principle’ would not object

 

       to a workshop/artists studion in this location.  However, the Parish Council considers

 

       the current proposal too large and understands that the applicant is proposing to scale

 

       down the size to something more acceptable to Dartmoor National Park”.

 

16    Poole Farm, Bridford – proposed outline planning permission for construction of an

 

agricultural workers dwelling (DNPA ref. 0416/12).  “The Parish Council visited the site and discussed the application with the two applicants.  The Parish Council understands the intention is to remove the existing temporary agriculturally tied farmhouse and replace it in a different location with a permanent agriculturally tied farmhouse.  On this basis, the Parish Council has no objections to this outline application”.

 

      17  1 Didworthy Cottages, Moretonhampstead – re proposed new vehicular access and

 

parking for dwelling (DNPA ref. 0393/12)   “The Parish Council conducted a site visit and viewed all aspects of the proposal which will allow an additional passing place on this narrow raod.  The Parish Council would like to see the removal of the “leylandi type” trees and any new planting in “native” species.

 

18    The Longhouse, Weeke Barton, Bridford – re proposed change of use of single dwelling to single dwelling and guest house (DNPA ref. 0373/12).  Following a site visit, “The Parish Council strongly supports this change of use.  The guest rooms will not only bring in income to the local community but provide employment opportunities as well.  The work being done is to a high standard and quality and in sympathy with the building and surroundings”.

30    The Queen Elizabeth II Fields Challenge – this has been discussed previously and as the Parish Council only has the Play Area which is maintained by TDC, it will not be

 

participating.

 

31    Gambling Act 2005 – the review of the ‘statement of principles’ as required under the

 

Gambling Act 2005 is now available for public consultation.  As there are no known

premises used for gambling within the Parish, it was not considered appropriate.

 

32    Teignbridge Neighbourhood Watch – request for contributions to purchase CCTV

 

Equipment – the Parish Council as a general rule does not support requests for financial assistance to schemes outside of the Teign Valley and so will not be contributing to the Neighbourhood Watch project.

 

       33  Consultation on Changing Statutory Rule for signing cheques by parish and

 

community councils.  After much discussion, it was decided that the Parish Council should support the new proposals.

 

34    DALC Training – expressions of interest requested re proposed future training

 

regarding the Localism Act, Neighbourhood Planning and the General Power of

 

Competence.  This may well be of interest to our Parish Councillors.

BRIDFORD PARISH COUNCIL

2                    Declarations of Interest – none

3        Public Discussion – as there were no members of the public present, the Chairman invited the DNPA Ranger Simon Lee to speak and he asked if there were any current issues.  A Councillor mentioned that a new fence is required at Heltor Rock on land at Thorne.  Another Councillor asked about signs asking for dogs to be kept on leads and in particular, one that is missing near the bridge at Rookery Brook.  Simon confirmed  that he will ensure one is put in place.   Simon reported that he had been called upon to investigate the illegal ‘rave party’ at Bellever recently where about 1,000 people attended resulting in a huge amount of rubbish including furniture being left behind. With the large areas covered by each ranger, it is not easy to get around to all of the Parishes now but it was confirmed that DNPA will still be attending local fetes and events during the summer with it’s publicity stand.  DNPA Rangers are to get a new uniform with new distinct colours of turquoise and grey.   The Parish Council advised Simon that all of the public footpaths in Bridford Parish were being walked by its members and any issues would be reported to DNPA.

MATTER ARISING

4            Minutes – the Parish Council resolved to approve the minutes of the combined annual Parish Meeting and annual Parish Council meeting held on 9th May 2012 as a true and accurate record of the meeting.

6                    Play Area – nothing to report

7                    Jubilee Celebrations – the village celebrations were a success with children’s sports, a

      tea party, the presentation of commemorative mugs and the beacon on Heltor Rock.

      The Parish Council still has a number of commemorative mugs available.  If your

      child is eligible to receive a mug and it has not yet been collected, please contact the

      Clerk (tel. 252805).  Likewise, if anyone would like to purchase one, the cost will be

      £4 per mug.

8                    Newly planted trees at Pound Lane – following the Parish Council’s letter to TDC, it

has now been confirmed that the retrospective fee for the license to plant trees will be waived.

9                    Three Parishes Meeting 2012 – the suggested date is 27th June, awaiting confirmation

      from Christow PC.

10                Transfer of Parish Records to Devon Records Office – the Clerk has deposited the

Parish Council minutes books from 1894 to 2006 with the Devon Records Office for

safe keeping.  Anyone who wishes to access these books in the future should contact the Records Office direct.

11                Bus Shelter – Mary Howell has very kindly repainted the area of the bus shelter where

new bus timetable was put up.  The Parish Council will send a letter of thanks.

12                Hedgemoor, Bridford – re proposed erection of stable block and tack/feed room

      (DNPA ref, 0233/12) “The PC has no objections to the application.  The stables will

       be set well down with minimal landscape impact.”

13                SX793856 Bridford – re proposed rural diversification scheme to allow use of land

      for forestry/agriculture and educational rural crafts including the construction of three

      structures namely: 1) clay oven shelter 2) woodland kitchen and log store 3) compost

      toilet.   (DNPA ref. 0236/12) “The PC noticed that the metal portacabin was not part

      of the application and questioned it’s planning status.  The PC would question the

      location of the composting toilet being so close to the watercourse.  The PC

      recognised the educational benefit that would result from the development and this

      could mitigate against the visual impact”.

14                Heath Cottage, Bridford – conversion of barn into holiday cottage with associated

works – application for full planning permission and listed building consent (DNPA ref. 0289/12).  “The Parish Council has no objection to the application”

      23  Bridford Rural Skip Service – provisionally arranged 21st July 2012.  PC were asked

            to consider an alternative location.  The provisional date clashes with Bridford Fete

            and the Parish Council does not consider that there is an alternative location other

            than the current location in the lay-by at the top of Pound Lane.  TDC will be asked

            if another date can be arranged.

24    Consultation on appointment of external auditor – Grant Thornton UK LLP has been

proposed by the Audit Commission to audit Bridford Parish Council’s annual return for the next five years.  The Parish Council has no objection to the proposal.  New scales of fees will reduce the audit fees considerably and in some cases reduce them to zero.

25    Parish Councillors Registers of Interest – Councillors must advise any changes during the past twelve months.

26    Does Bridford wish to undertake a Neighbourhood Plan? – free workshop19th June. Details to be circulated to the Parish Councillors.

27    Warnings from Devon and Cornwall Police were read out and will be published in

Unity magazine.

28    Dartmoor Classic cycle sportif  will take place on Sunday 24th June 2012 with the

route taking in the Teign Valley Road B3193.

33    District Councillors Report – Dst Cllr Purser was unable to attend the meeting and sent in a brief report.  Rural Aid – Bridford Village Hall is receiving £4,000 and Christow Skate Park Project £9,500 from two Parishes i.e. Dunsford and Christow.

The Core Strategy is running on possibly only 10,000 houses now over twenty years,

although it is suspected that the figure is likely to be nearer 12,000.  Dst Cllr Purser

advises caution with regard to Neighbourhood Plans after a lot of work by Dawlish was found to be “unsound” by the Inspector.

ANNUAL PARISH MEETING AND PUBLIC DISCUSSION

7                     Chairman’s Report – see appendix B (i)

8                     DNPA Ranger’s Report – this was read out by the Chairman – see appendix B (ii).

       Simon Lee will be attending the June PC meeting.

9                    Teign Valley Scout Group Report was given by John Lund – see appendix B (iii)

   The Chairman thanked John and all the Scout Leaders were their work and

    commitment to the Scouts and commented that there was no longer evidence of

    anti-social behaviour in the village since the Scouts Group was established.

The Chairman invited Cnty Cllr Brook to speak

             Cnty Cllr Brooks reported that over the past twelve months, DCC has been adjusting      

             to a comprehensive spending review.  Re-organisation has resulted in a number of

             redundancies at the mid management level.  DCC has re-organised its structure with

             a much smaller corporate body.    The reduction in gritting routes apart, DCC has

             maintained its front line services and due to a mild winter, large savings were made

             in that department.  Although DCC is in debit to the tune of £5m plus, its reserves

            were not utilised to repay some of this debt as there are penalties for the early

             repayment of loans.   Although DCC’s finances have been reduced, it is planned to

             refurbish four of its care homes.  In the longer term, the plan is to bring care homes

             up to a standard making them an attractive proposition.

             There is currently a project to connect Devon in rural areas to a much faster

             Broadband service.  This will be achieved at a cost of £50m.  The County was able to

             keep council tax increases at zero.  Cnty Cllr Brook has asked for as much as possible

             to be put towards the maintenance of class 2 rural roads.  Cllr Brook had a slight

             under spend on his locality budget last year.  These funds need to be utilised by the

             end of the year.  Parish Councils will be advised shortly what funds are available.

             The Community Budget is relatively easy to dispense but applications for monies

             from the sale of the airport have to go through a number of processes and the

             applicants must be able to raise a receipt prior to the monies being released.

             With regards to the gritting of Bridford Hill, the fight is ongoing and Cnty Cllr Brook

             will do everything he can to help.  Although protocol has been followed, the

              geography and location of Bridford has not been considered.  Cnty Cllr Brook

              announced that his is to be DCC Chairman for 2013.  It is still his intention to attend

              Parish Council meetings and to continue to lend his support wherever needed.

The Chairman thanked Cnty Cllr Brook for his report and his support during the past twelve

months and congratulated him on his appointment as DCC Chairman.

        10  Public Discussion

A Parishioner mentioned that the parapet on the bridge at Leigh Cross has been

damaged again.  The cost to DCC to keep repairing this must be considerable – it was suggested that DCC be asked to erect a marking post to make it more visible.

A Parish Councillor reported that a new smaller timetable holder has been put up on the bus shelter leaving a patch requiring painting.  It was confirmed that there is plenty of spare paint to do the job.

Potholes- a Parishioner asked if anything has been done regarding the “crater” at the bottom of Bridford Hill.  The Clerk confirmed that it has been reported by the Parish

Council and by a number of individuals.  The hole is getting deeper by the day.

A Parish Councillor reported that the wall adjoining the road at Bridford Barton, opposite the lower notice board is bulging out and the stones on the top are loose.

A letter will be sent to the owners of Bridford Barton requesting that the wall is made safe.

MATTER ARISING

10  Minutes – the Parish Council resolved  to approve the minutes of the April meeting

as a true and accurate record of the meeting

11  Allotments – Cllr Woodley volunteered to cut back the thorn bushes along the top of the allotment ground.   The other boundaries need tidying up as does the vacant plot.  It was suggested that this plot should be sprayed and then covered with polythene to prevent the weeds re-growing, but the PC decided that this would be too expensive.

12  Mr Dicker will be asked to spray the plot and also strim and spray the edges of the allotment ground.  Mr Dicker to be asked if he has a COSH license for spraying.

13  Play Area – it has been reported that the fencing needs attention.  TDC will be asked to inspect and repair the existing fencing and install additional fencing where necessary.

14  Broken road sign at junction of Pound Lane and Oxenpark Gate.  DCC Highways has agreed to repair the sign and add an additional arm reading ‘Moretonhampstead’

15  Gritting of Bridford Hill – this is ongoing.  Cllr Purser, Andy Heathwood, Tony Porter (Doddiscombsleigh) and Andrew Wildes (Brampford Speke) attended a meeting with DCC to suggest that the criteria relating to the gritting programme should be amended.  The matter is currently the subject of an official complaint.  A Parish Councillor suggested that another view would be that all school bus routes should be gritted as a priority.

16  Jubilee Celebrations – Bridford’s Beacon will be lit at Heltor Rock at 10.15pm on Monday 4th June.  The event will begin at 8pm.  There will be a bar and barbecue food on sale and ample parking at Burnicombe Farm.   Cllr Evans will arrange for the hire of porta-loos, the invoice to be sent to the Parish Council.  Any donations of wood for the fire would be appreciated.  On Saturday 2nd June, children’s sports will take place on the Playing Field followed by a tea party at the Village Hall, after which the Jubilee mugs will be presented by Cllr Purser.  There will also be a supply of mugs available for sale at £4 each.

The Chairman suspended Standing Orders to allow a Parishioner to speak. 

      Mrs Parker, a former Parish Councillor and responsible for the refurbishment the  

      Play Area told the Parish Council that she still has the bank account relating to this.      

      It was agreed that the account will be closed and any monies transferred to the

      Parish Council to hold for future improvements at the Play Area.

Standing Orders were resumed

16  Post Office sign at top of Church Lane – the Post Office has now supplied a

      Catalogue, but none of the signs are appropriate.  The Parish Council decided that  

      as the Post Office outreach service is now being much more widely used, the idea

      would be put on hold for the time being.

 17 Trees – requirement of licence for newly planted trees on verge at Pound Lane – no

      response to the Parish Council’s letter has been received yet.

18    Village Hall “Big Build” – request for PC to pay VAT element of grant from

           Ugbrooke Environmental.  Discussions are taking place with Cnty Cllr Brook to

           provide funds to enable this payment to be made.

Minutes of the meeting of Bridford Parish Council held at the Village Hall on 6th February 2012 commencing at 7.00pm.

Present: Cllrs S Purser (Chairman), G Hearnden, S Woodley, A Lord, D Goodwin-Hughes, T Evans, E Price, Mrs J P Banks (Clerk) and five members of the public.  Cnty Cllr Brook attended for part of the meeting.

 

                1)   Apologies: none

2)       Public Discussion - Andy Heathwood addressed the Council and members of the public outlining his plans and progress to date in connection with a formal complaint to DCC regarding the removal of Bridford from the primary gritting route.  If there is no result from DCC the next step is the Ombudsman. The PC confirmed its support of what Mr Heathwood is trying to do.

Parking – a Parishioner queried why the motor home remains parked opposite the telephone box.  The Chairman confirmed that the PC has done all it can to get it moved to a different location, but the local Police do not seem to consider the vehicle to be parked illegally.  A Parishioner also commented on vehicles having been parked without consideration on Bridford Hill.  This was likely to be a ‘one off’ with owners of the cars attending a private party at the Piggery and is not something that the PC would become involved with.

Ventilation outlet from a property – a Councillor suggested that a new ventilation pipe from a property in the village which directs hot air into the road was not legal and could be a hazard to passing horses.   The Chairman, backed by other Councillors stated that any new system being installed would have to conform with rigorous safety rules and regulations and it was unlikely that the ventilation pipe contravened any of these regulations.

Road Flooding – a Councillor reported that the road is continually flooded between Plaistow Green / Heltor View.  The PC will ask DCC to dig out the gully.

4)      Minutes - the Parish Council resolved to approve and accept the minutes of the Parish Council meeting held on 9th January 2012 as a true and accurate record of the meeting.

MATTERS ARISING:

5)      Allotments -  new residents to the village wish to take on plot 3 but this depends if they can erect a small henhouse and move their chickens from their existing allotment in Dunsford.  The Clerk confirmed that they currently own five chickens and do not have a cockerel..  The Parish Council had no objections, but stressed that the owners must be responsible for ensuring that the chickens are safely fenced in and do not cause any damage to other allotments.   

6)      Play Area   -    Cllr Woodley reported that all was well.

7)      Winter Gritting and Snow Warden – grant monies have been received from DCC and the salt / grit spreader ordered.  To be delivered direct to the Wastenage’s Farm.  A strong chain / padlock will be required to secure it.  Snow showels, grit for mixing with the salt and high visability jackets will also be required.  Cllr Goodwin-Hughes will start a data base of volunteers and make contact with them.  A copy of the draft snow plan is on the Bridford website for residents to view and comment on.  A Councillor pointed out that school bus routes should be gritted and Bridford Hill formed part of the bus route to both Teign School and Christow Primary School.  Cllr Woodley has contacted DCC again in an attempt to obtain a price for gritting the main access road into the village.  DCC

are adamant that this cannot be done and will not discuss it.

8)      Queen’s Diamond Jubilee  - Cllr Lord confirmed that it is the Village Hall committee that is planning a tea party to commemorate the Jubilee and it was suggested that this may be the ocaision for the commemorative mugs to be distributed.  The Clerk is taking names of those children in the Parish up to the age of sixteen who wish to be presented with a mug.  Only those registered will receive one.  The Clerk confirmed that the mugs have been ordered and that there will be a number of additional mugs for sale.  The Parish Council agreed that the price for these will be £4 each.

Jubilee Beacon – it has been confirmed that a beacon will be lit on the evening of

Monday 4th June at Heltor Rock.   It would be a sensible idea to form a Jubilee

Committee as help will be needed to run the event and to help build the beacon.

                    Would anyone wishing to help either with the building of the beacon,

                    marshalling the event, or in helping to prepare and serve refreshments, please

                    contact Cllr Trevelyan Evans.

9)      Post Office Information Sign at top of Church Path – Cllr Price reported having spoken with the Chudleigh Post Mistress who runs the satellite service in the village hall.  There are signs available and she will obtain a catalogue to enable the Parish Council to purchase the appropriate notice to be erected at the top of  Church Lane.

10)  Donation and Planting of trees – a site visit was undertaken.  An avenue of trees would block the view, clusters / mini spinneys would be ideal.  Existing trees are too close to the road already.  There isn’t room to plant species that will grow too big.  Cllr Price confirmed that the trees could be planted in February and that it is not intended that these trees will be connected to the Jubilee celebrations.  The PC confirmed its support for this project and is happy for the Tree Warden to purchase the appropriate trees.

Hedge jointly owned by M J Stephens Builders – currently badly in need of cutting.  The PC has suggested getting together a working party to tidy it up. A letter will be sent to Mr Stephens outlining the PC’s plans.

Grass at the end of Butt Close – a Councillor asked if there was any update re the ownership and maintenance of this piece of land.  The Clerk is continuing with enquiries with Teign Housing.

The Chairman welcomed Cnty Cllr Jerry Brook and invited him to speak

                    Having listened to the last item, Cnty Cllr Brook advised the PC that generally

                    two neighbours cut to the middle of a hedge.  Responsibility is usually

                    designated on the deeds.  Hedges can’t be cut post March in line with DEFRA

                    rules unless considered a danger to the road.

                    Under DCC’s proposed budget, not a lot has missed the knife. Whilst savings of

                    £40m must be made, the budget is sound and not much could be argued against.

                    Cnty Cllr Brook has proposed that should there be any revenue spare at any time

                    That is should be directed towards ‘C’ road management.  Due to Highways

                    having had to cut its budget, funds will concentrate on A & B roads.   The youth

                    budget has taken a particular cut.  The locality budget is being reduced by £1,000     

                    to £9,000.  The Chairman pointed out that Bridford has already experienced

                    a cut in frontline services by the withdrawal of Bridford from the primary

                    route.  The PC asked the Cnty Councillor if the the criteria for winter gritting is

                    likely to be on the agenda for review in the future. If the PC had prior knowledge

                    it could suggest that geography and gradient are addressed.  Cnty Cllr Brook

                    intimated that he would ask for such a review to be undertaken.  The Chairman

                    thanked Cnty Cllr Brook for authorising funds from his budget to purchase a grit

                    spreader.   The Chairman asked if there was likely to be any money available

                    from DCC to funds Jubilee celebrations.  Cnty Cllr Brook will make enquiries.

                    A Cllr reported there being a number of drainage issues on the back road from

                    Bridford to Christow which are, in turn causing road surface damage.   It was

                    confirmed that unless there are numerous dwelling accessed by these minor

                    roads, they do not take priority.

                        support them and lobby their MP to write to minister Greg Clark.   Bridford will

                        continue to offer its support.

District Councillors Report

                 25) Report from Dst Cllr Stephen Purser – the Core Strategy is out.  A big debate

                      is going on – TDC needs 14,000 new houses over 20 years.  It has been

                      suggested that this figure should be nearer 10,000..  TDC’s budget is being

                      processed – a reducing budget over  3 years.  Trying to maintain frontline

                      services is becoming more difficult.  The Rural Aid budget of £55,000 has been

                      maintained.

Minutes of a meeting of Bridford Parish Council held on Monday 9th January 2012 at 7.30pm in the Village Hall.

Present:  Cllrs S Purser (Chairman), G Hearnden, S Woodley, T Evans, A Lord, D Goodwin-Hughes, E Price, Mrs J P Banks (Clerk) and two members of the public.

4)      Minutes - the Parish Council resolved to approve and accept the minutes of the Parish Council meeting held on 5th December 2011 as a true and accurate record of the meeting.

MATTERS ARISING:

5)      Allotments – no problems currently.  There are still one half plot and one full plot vacant.

6)      Play Area   - nothing to report.   The annual safety inspection is due.  The Parish Council resolved to continue to use RoSPA to carry out the inspection.

7)      Winter Gritting and Snow Warden – Cllr Goodwin-Hughes suggested that the Parish Council may wish to purchase a couple of wheel barrows.  Any volunteers will be trained require basic training to be covered by DCC insurance.  So far, no volunteers have come forward in addition to Reg Wills who has already expressed his willingness to clear any snow from Bridford Hill with his snow plough.   Although the PC previously decided against emergency plan, under the Snow Warden scheme, this is considered the central ingredient to the whole thing.  Cllr Goodwin-Hughes will discuss the matter with Mr Wills to decide who is required to do what.  The PC needs to purchase a supply of grit to mix with the salt which is delivered in its basic form.  Five tons of salt will be sufficient to grit the hill twenty times. Daily emails are received by the Snow Warden re the up to date gritting schedule for the next twenty four hours.

A Councillor commented that he considered to undertake this work by volunteers on a regular basis was unrealistic and that the best option, if possible, would be to pay for the gritter to do a detour up Bridford Hill, when gritting the main B3193.  Cllr Woodley will try again to find out what the cost would be.

A suggestion was made that the gritting material should be mixed as appropriate and ready to load up when required.  Cllr Goodwin-Hughes will make contact with the Farm Manager at the dairy farm to establish if the salt has been delivered.  It was agreed that the proposed letter and questionnaire would be finalised and the Clerk will print sufficient copies to be delivered to every household in the Parish.   Cnty Cllr Brook will be contacted to find out what progress has been made with regard to the grant application for funds to purchase a towable spreader.  A suggestion was made that a register of accidents on Bridford Hill due to snow and ice should be kept.  The Chairman thanked Cllr Goodwin-Hughes for the time and effort put into this project.

8)      Queen’s Diamond Jubilee - quotes are being obtained re commemorative mugs.  One hundred will be ordered to be given to children under the age of sixteen, in the Parish with an additional supply being made available for anyone who wishes to purchase one.  Bridford has registered as lighting an official Jubilee Beacon on the evening of 4th June 2012.  Beacons will be lit between 10.00 – 10.30pm and every organiser will be given an exact lighting time.

9)      Parking – DCC has agreed to correct the white lining outside Old Harriers and Anglers Cottage by moving the 90 degree line from the wall to the left hand side of the fire hydrant.  The PCSO had investigated the parking problems in this area but on each visit, there were no cars parked and therefore no issues to deal with. With regard to the parking of vehicles on the grass verge at the end of Butts Close, TDC will find out if it has available funds to erect a ‘no parking’ sign.   Although the motor home at the junction of Moreton Road and Neadon Lane has been turned around so that it is now parked facing in the right direction, it is still obstructing the view of oncoming vehicles. The police have been contacted on more than one occasion regarding this matter and it would appear that they do not consider the vehicle to be parked illegally.

10)  Dog Fouling on grass at end of Butts Close – TDC state that the land belongs to Teign Housing. There is a dog waste bin on the land and the PC pays for this piece of grass to be cut.  The PC will try and establish from a HMLR search the true ownership of the and if it is confirmed to be Teign Housing, a letter will be sent asking them if they are prepared to clean up the area and pay for the grass to be cut. 

11)  Post Office Information Sign at top of Church Path – The Village Hall Committee does not consider that it is their responsibility to erect a notice and has asked if the PC would consider funding it.  Cllr Price will ask the Post Mistress at Chudleigh if the Post Office is able to supply a permanent notice.

                       The amended Plan once approved by Members will be sent out for a final period

                        of consultation during February and March.

                        DNPA needs permission under DPA to use PC contact details on its data base.

                 25) Oil Buying Groups – TDC is looking to facilitate the set up of oil buying groups

                       in rural areas of Teignbridge.  Bridford PC supports this project.

                 26) Teignbridge Neighbourhood Watch – proposal by TNW to purchase portable

                       CCTVequipment to be loaned out.   The PC would be interested in this proposal

                       subject to there not being any excessive hire charges involved.

                 27) Bidding for funds to bring Empty Homes back into use as affordable housing

                       Although Bridford does have a need for affordable housing, it is not thought that

                       there are currently any empty properties in the village

                 28) Team Devon Funding Opportunity – to support some of the local initiatives that

                       would inspire and enthuse people from Devon to celebrate the unique

                       opportunity presented by London hosting the 2012 Olympic and Paralympic

                28a)2012 Launch of Best Kept Village & Pam Parker Village Map Awards – an item

                       to be placed in Unity to see if anyone is interested in taking part and being

                       responsible for a Bridford entry.

District Councillors Report

                 34) Report from Dst Cllr Stephen Purser – TDC proposes to freeze the Teignbridge

                       element of the Council Tax.  TDC will need to see substantial savings over the

                       next few years.  The District is looking to build 14,000 houses in the future.

                       TDC gets bonuses for houses built.  Dst Cllr Purser is on the group for Planning

                        Enforcement.

                 35) Public Discussion – a Parishioner asked why, if previously, the gritter had only

                       treated the road up as far as the bus shelter, so much detail had been entered into

                       concerning the rest of the village.  The Parish Council confirmed that the aim of

                       the Snow Warden scheme was to keep the community operating and not

                       necessarily to keep the main access roads open.

              36) Date of next Parish Council meeting – due to noise from the upstairs

                    room, it was decided to commence the monthly PC meetings at the earlier time

                    of 7.00pm until further notice.  The next meeting will therefore take place at the

                    Village Hall on Monday 6th February 2012 at 7.00pm

Minutes of the meeting of Bridford Parish Council held on Monday 5th September 2011 at 7.30pm in the Village Hall.

Present: Cllrs S Purser (chairman), G Hearnden, S Woodley, T Evans, A Lord, D. Goodwin-Hughes, Mrs J P Banks (Clerk) and two members of the public.  Cnty Cllr J Brook attended the meeting for a while.

2)       Public Discussion

Motor Home - a Parishioner voiced concern over a large motor home which is considered to be parked in a dangerous position on the corner of the junction of Moreton Road and Neadon Lane.  It is understood that due to unforeseen circumstances, the owners of the vehicle are unable to move into their new home owned by Teign Housing and are using the vehicle to sleep in while work is carried out.

At this point, the Chairman declared a personal and prejudicial interest in the subject  and took no further part in the discussion.

      Cllr Woodley advised the Council that the owners of the motor home are doing

      their utmost to find a place to store the vehicle, but as yet have been

      unsuccessful.  The Parish Council will send a welcome letter, at the same time

      advising them of its concerns regarding the motor home and hoping that the

      situation will be resolved in the near future.

      Another Parishioner asked why this family home had been allocated to

      somebody from outside of the Valley when there was a family in Bridford that

      would have liked it.  The Parish Council was not able to comment.  

      Bell Ringing Competition – a Parishioner advised the assembled that a bell

      ringing competition will be held at the Parish Church on 24th September

      Jubilee Celebrations the scouts advised the Parish Council that they

      wish to be involved in the building of a beacon to celebrate HM Queen

      Elisabeth’s Diamond Jubilee.

      Bus timetable – a Councillor reported that the timetable has been removed from

      from the bus shelter. The Clerk will contact Dartline to rectify the situation.

      Scouts – the Scout Leader asked the Parish Council if there was anywhere the

      scouts and cubs could pick apples.  The Parish Council could not assist.

      Parking – the situation regarding the parking of vehicles outside Old Harriers has

      not improved, despite the Parish Council paying DCC to paint white parking

      bays on the road.  The dustbin lorry could not get past and concern has been

      raised once more over the event of an emergency vehicle not being able to get

      through.  An additional problem is that the fire hydrant is blocked when three

      cars are parked in the spaces. The solution would appear to be to reduce the

      spaces from three to two, the end space at the narrowest point being painted with

      cross hatching. A letter will be sent to DCC Highways requesting a further site

      visit to discuss this and courtesy letters will be sent to the owners of Old Harriers

      and Angler’s Cottage advising them of the Parish Council’s plan.

      Bridford Rally – the Clerk reported that the annual Vintage Car and Tractor

      Rally which was due to take place on the weekend of 10 /11 September has been

      cancelled.  It is hoped that the event will be resurrected next year at a different

      location.

3)      Declarations of Interest – Cllr Evans declared a personal interest in an additional item to be discussed, received after the publication of the agenda re Burnicombe Farm.

4)      Minutes - the Parish Council resolved to approve and accept the minutes of the Parish Council meeting held on 1st August 2011 as a true and accurate record of

MATTERS ARISING:

5)      Allotments  -  the allotments were judged this year by Tom French and the winner of the best kept allotment was Francis Leversedge.

                    Due to the departure of Parishioners from the village, one full size plot and three

                    half size plots have become vacant.  Posters have been placed around the village

                    and an item will be placed in Unity magazine. 

6)      Play Area

Signs - Cllr Woodley has put up signs in the Play Area – “No Golf” and “Please do not break down the fence”. 

Picinic Tables - Cllr Woodley has mended the fence and has reported that the smaller of the picnic tables is unsafe and she is concerned about insurance cover if a child climbed on it and was injured.  The Parish Council confirmed that it has £10m public liability in place.  However, it authorised the removal of the table.

      Football pitch - Children at the Play Area would like the football pitch to be

      moved and have asked if it could be relocated to the Woodland Park.  Cllr

      Hearnden will put the suggestion forward at the next Woodland Park meeting. 

      At the current location, the ball keeps going onto private property and the fence

      keeps getting broken down. An alternative solution would be to put up more

      netting on the other side.  Cllr Woodley thinks it may be possible to obtain a

      grant to cover the cost of the additional netting.

      Facilities for older children / teenagers – it has been mooted that the older

      children in the village need something to do and somewhere to go such as a

      portacabin to be used as a drop in / chat centre, which raises the questions

      “what and where?”  Ideas are required.  It may be possible to obtain funding.

                    Play Area Committee -  Cllr Woodley as the Parish Council Play Area

                    representative needs help.  A couple of youngsters have volunteered to help but

                    parents are required to reform the committee.  A further plea will be put in Unity.

7)      Water Leak at junction of Pound Lane and B3193 – Initially the leak was on the supply that fed Bridford.  Once measures were in place to enable Bridford to be fed from the supply that feed Christow, the leak was turned off.  A full repair will be done as soon as SW Water has the specialist equipment required.

8)      Request for Map showing footpaths – DNPA has responded to the request for a

map detailing the footpaths in the Parish – it can be supplied for a charge of £50.00!  Cllr Evans suggested that rights of way can be accessed vie the definitive map from the DCC website.  However, it does not appear to be possible to print a copy.  The Clerk will contact DCC for advice.

9)      Queen’s Diamond Jubilee –Ideas so far include the lighting of a beacon / street party / memorial clock / commemorative mugs for all the children in the village / a joint church service for all the Valley Parishes at TVCH followed by a lunch on the recreation field at Christow.

10)  Potholes / Road Repairs – Mike Piggott is continuing to lobby DCC, his latest letter asking for proposals with regard to future road repairs in Bridford,

A Councillor reported that a car has taken out the chevrons on the Bridford Straight.  A request will be sent to DCC asking for them to be reinstated.

11)  Rural Skip Service 2011 – reminder that this will take place in the lay-by at the top of Pound Lane on Saturday 10th September from 10.00am – 4.00pm.

12)  Road Warning Signs – a request for an alternative quote to supply “Not suitable

       for heavy goods vehicles” signs has not yet received a response.

13) DNPA Local Development Framework – Consultation re Draft Development

      Management and Delivery Development Plan Document.  Deferred from the

      August PC meeting. Cllr Evans has made an extensive list of comments and

      observations which will be emailed to the other Councillors with a request for

      their thoughts to be added and sent to the Clerk to enable a response to be

      formulated and submitted to the Park.

14)  DNPA 60th Anniversary Quiz – There is not interest from members of the Parish Council and an item in Unity has not received any response.  Bridford will not therefore be entering a team.

15)  Teign Valley First Responders – letter of thanks received re the Parish Council’s

Donation.

16)  Bridford Post Office – re-opened on 12th August.  It is thought that some residents are not aware that this outreach service is available in the village.

A Councillor suggested that a sign should be placed at the top of Church Path

advertising the weekly Post Office facilities.  The Parish Council decided that

this should be down to the Village Hall Committee and a letter will be sent to

Chris Towell for consideration by the Committee.

The Chairman welcomed Cnty Cllr Brook and invited him to speak.  Cnty Cllr Brook offered his apologies for not attending the July meeting and reported that there has not been a lot happening due to the summer recess.  There has been a “Place” meeting with various people heading up parts of it.  Central Government seems to be wishing to relax planning laws and it is looking at housing development around places of work.  DCC is attempting to initiate business and is looking to kickstart business opportunities, concentrating on the Science Park where there is a potential to create 3,500 jobs.   Cnty Cllr Brook has a list of salt bins for all the Parishes in his area and it is clear that in some parishes they have not been refilled.  He will be having a look at them and it is hoped that at the same time, this will enable him to look at other issues such as the state of rural road surfaces.

Cllr Hearnden asked Cnty Cllr Brook if he would recommend the appointment of a Snow Warden which has the added attraction of being able to obtain a free supply of road salt.  His response was that if somebody is prepared to be appointed Snow Warden and attends the training course, they are then covered by DCC’s insurance as is anyone acting under their guidance. There are definitely benefits. A Councillor suggested that the ideal place to store a supply of road salt would be at Wastenage’s farm and as they need constant road access for a milk tanker twice a day, it would be a good idea if they could be persuaded to take on the role of Snow Warden.  Cllr Evans will talk with them. A Councillor asked if DCC has a say in the responses to the Development Plan from DNPA.  The reply was probably not.  DNPA is, in the main, autonomous to itself.   DCC would be a consultee, the same as the Parish Council , but that is as far as it goes.

Present: Cllrs, S Woodley (acting Chairman), G Hearnden, T Evans, A Lord, Mrs J P Banks (Clerk) and two members of the public.  Cnty Cllr Brook attended for a short while.

                1)   Apologies – Cllrs E Price, D Goodwin-Hughes and S Purser.

2)       Public Discussiona Councillor reported several complaints about the motor home parked at the junction of Moreton Road and Neadon Lane.  The Clerk confirmed that a letter had been sent to the owners. As it is considered that this vehicle is causing an obstruction and is illegally parked, the Parish Council will contact the local Police for advice.

4)      Minutes - the Parish Council resolved to approve and accept the minutes of the Parish Council meeting held on 5th September 2011 as a true and accurate record.

Cnty Cllr J Brook joined the meeting at 7.40pm and was welcomed by the Chairman.  Item 28 Winter Gritting was brought forward and discussed.  Both Bridford and Doddiscombsleigh being smaller parishes are to be removed from the primary gritting programme.  Cnty Cllr Brook has taken up the case for Doddiscombsleigh with Leicester Willmington and will do so for Bridford.  It is fully appreciated that in extreme bad weather, all areas will come to a standstill.  Of more concern are light falls of snow and ice when, without the services of the gritting lorry, Bridford would be completely cut off.  The main road into the village is extremely steep and last winter saw two vehicles ending up on their roof.

Cnty Cllr Brook then spoke of the Tough Choices meetings and suggested that if anyone has any interest in future decisions, they should try and attend one of the meetings.   Cnty Cllr Brook has asked the Leader of DCC if he would consider bringing one of the meetings to Chudleigh.

MATTERS ARISING:

5)      Allotments -    invoices have been sent out in respect of the annual rents due 1st October 2011.  There are currently three half plots and one full plot vacant with no interest being shown despite advertising posters and an item in the Parish magazine.  The item will be published in Unity over the winter months.  At the last Parish Council meeting, it was suggested that, rather than have so many plots untenanted and overgrown, a plot could be offered to the Scouts on a renewable twelve month agreement.  The Clerk will suggest the idea to the Scout Group Leader.

6)      Play Area   -    Cllr Woodley reported that the damaged picnic table has been removed and asked Cllr Hearnden if the Woodland Park had made any decision regarding the suggestion last month about the possibility of the football pitch being moved there from the Play Area.  The subject has not yet been put to the committee, but another Councillor suggested that it may be possible to use land adjoining the Play Area or the field on the opposite side of the road.  The Clerk will write to the owner of the land and ask if a piece of land could be made available.  Cllr Woodley asked the Clerk to find out from the Parish Council’s insurance provider if the football pitch is covered in its current position.  She thinks that there may be a health and safety risk without fencing being erected behind the goals to protect the Play Area and to stop the ball going into adjoining

gardens and causing damage.  The question will be put to the insurance company. 

7)      Request for Map showing footpaths – DCC’s Public Rights of Way Office has agreed to supply a map at no charge.

8)      Queen’s Diamond Jubilee – the Clerk is making enquiries to the price of commemorative mugs. It was suggested that Kathy Fitzjohn may be able to assist as she ordered the mugs for the Golden Jubilee.  A final decision re the site of the suggested beacon will be made at a future meeting.  No further information.

9)      Parking – DCC was chased up re request for a further site visit with a view to painting out the third parking bay with crossed hatching.  Scott Riddell the DCC officer has gone on leave.  His team leader has taken the details and will ensure that the matter receives urgent attention on his return.  Any road painting must be carried out before the winter weather as frosts will lift any paint which is put down in unsuitable conditions.

10)  Potholes / Road Repairs – nothing further to report at this stage.

11)  Road Warning Signs - no response from the PC’s request for a quotation to supply ‘not suitable for heavy goods vehicles’ signs.

12)  Snow Warden – Cllr Evans has had no response to his emails to a prospective Snow Warden.  A further item will be placed in Unity asking for a volunteer and urging all Bridford residents to express their concerns to DCC regarding Bridford being withdrawn from the primary gritting programme.

15)  Swanaford House, Bridford -  proposed two storey extension to existing farmhouse (DNPA ref. 0456/11) – Parish Councillors visited the property and had no objections to the application.

16)  Field 8338 off B3212 Dunsford to Doccombe road between Snaresbrook and St Marys – proposed erection of 101sqm agricultural livestock building (DNPA ref. 0471/11).  Members of the Parish Council undertook a site visit and commented as follows: “The Parish Council visited the site and on the prior request of the two and only neighbours viewed the site from their properties as well.  The Parish Council also noted that the applicant intends to plant some beech trees to shield the proposed barn from Snaresbrook.  The issue raised at Snaresbrook is not a planning consideration but highlights the tension that exists.  The issue is over access to natural water and the boundary and the Parish Council felt that this could be resolved by the suitable placing of a water trough naturally fed from the stream with a suitable control valve and hope the two parties can resolve this.  The substantive concerns at St Mary’s relate to the proximity of the borehole to the proposed barn and the control of cattle effluent.  (i) The Parish

      Council considers that Environment Agency should be asked for a definitive   

      view on whether the proposal will or will not adversely affects the borehole.

(ii) The Parish Council considers a drainage system needs to be designed, planned and installed to ensure any effluent is suitably dealt with to ensure the effluent does not cause any detrimental impact on the locality and environment.

Therefore, if the answers to (i) is ‘no problem’ and (ii) will be implemented, then the Parish Council does not object to the proposal.

25)  Teignbridge Citizens Advice Bureau is asking for grants from Parish Councils.  The Parish Council resolved not to make a contribution.

26)  Proposal to empower Parish and Town Councils – Parish Councillors are being urged to support the proposal made by Leiston-cum-Sizewell Town Council to empower Parish and Town Councils when assessing major planning applications, by writing to their local MP.

27)  Winter Gritting – the main road into Bridford from B 3193 will be removed from the primary gritting network and become part of the secondary network.  This will have a serious effect on residents and will also restrict the services of the school bus and Dartline services, not to mention the emergency services.  Discussed with Cnty Cllr Jerry Brook earlier in the meeting.

28)  Teign House Inn – TDC has sent the Parish Council copies of correspondence received from a Teign Valley resident re the Parish Council’s letter of support to DNPA for the Teign House Inn’s 2010 planning application.  The Parish Council has referred TDC to the appropriate minute items authorising this letter of support.

29)Warnings – Between August 3rd / 6th, a farmer in the Moretonhampstead area had an

      unattended tractor tampered with.  10 cast iron tractor weights weighing 100wt each

      were removed.  These weights are small and compact and could easily be transported

      away in transit vans.  Please be aware and report anything suspicious to the Police

      on 08452  777444.

      The Police would like to make everyone aware of a report received from a farmer in

       Cornwall re unknown persons planting and tending cannabis amongst his maize.

      Please be aware as this could become more widespread.

The Sport England Inspired Facilities Fund is now open.

Minutes of the meeting of Bridford Parish Council held on Monday 1st August 2011 at 7.30pm in the Village Hall.

Present: Cllrs S Purser (Chairman), G Hearnden, E Price, S Woodley, A Lord, T Evans and Mrs J P Banks (Clerk)

        1)   Apologies: Cllr D Goodwin-Hughes

2)       Public Discussion – there were no members of the public present and therefore no questions or comments from the floor.  No items for discussion were raised by any of the Parish Councillors.

3)      Declarations of Interest – Cllrs G Hearnden and T Evans declared a personal interest in item 25.

4)      Minutes - the Parish Council resolved to approve the minutes of the Parish Council meeting held on 4th July 2011 as a true and accurate record of the meeting.

MATTERS ARISING:

5)      Allotments -  It was decided to write to Tom French to ask if he will to judge the allotments this year.  Last year’s winner will be contacted to get the cup back.  Cllr Woodley will be the contact.  Plot 6a is now being cleared and planted.  The allotments representative has expressed concern that no work has yet been undertaken on the recently taken over plot 2a and he has agreed to have a word with the tenant.   Concern has also been raised over the state of the paths bordering the allotments.  A letter will be sent to all tenants reminding them of their obligations to keep the paths and borders adjacent to their plots tidy and weeded.

6)      Play Area   -  Cllr Woodley has established that it was the Parish Council that took down the goal posts prior to the refurbishment work and a working party of Councillors will therefore reinstate them.  Cllr Woodley will arrange and advise a date and time. Cllr Lord has also commandeered some of the fathers of children who use the play area, to help with maintenance. 

7)      Parish Plan – the Parish Council has approved the final revised copy of the Parish Plan.  Copies will be sent to Teignbridge, DNPA, Bridford webpage, Dunsford PC and Christow PC. 

8)      Water Leak at junction of Pound Lane and B3193 – following the Parish Council’s letter of complaint and follow up phone call, an acknowledgement call has been received confirming that SW Water is investigating and will advise the Council of its findings as soon as possible.

9)      Request for Map showing footpaths – DNPA has been asked and reminded of this request on several occasions.  Simon Lee (DNPA Ranger) has now confirmed that there will probably be a charge to supply a detailed map of the Parish and will find out what the cost will be.  Cllr Evans advised that he thought a map could be downloaded from DEFRA.  

10)  Queen’s Diamond Jubilee – despite an item in Unity, no ideas have been forthcoming from members of the public.  The Parish Council favours the idea of a beacon being lit on Heltor Rock.  It is not known at this point, if any other organisations in the village are planning any celebrations.  The Clerk was asked to look up the 2002 minutes to see what celebrations took place for the Golden Jubilee.

11)  Potholes / Road Repairs - Mike Piggott has been doing a sterling job hounding DCC Highways and bombarding them with photos of the numerous potholes in the village.  This has resulted in four of the worst ones being repaired. However,

it is considered that the roads need more than just patch repairs which will break up again when the frosts come.   Residents are encouraged to visit the DCC website and to report potholes and any other road maintenance that requires attention.

12)  Road Warning Signs re not suitable for heavy goods vehicles.  Details have been obtained from Christow PC re signs that were obtained and erected by its Councillors at the main entrances to Christow.  The Chairman thought the prices to be excessive, however, the Clerk has another contact and will ask him to quote.  Two signs would be required.

13)  Rural Skip Service2011 – will now take place on 10th September.  A notice will be put in Unity.

The Chairman reported on five meetings since the last Parish Council meeting.

Bridford Trust – Cllr Hearndon also attended this meeting.  The Trust is looking to produce its own website.  Plans are going ahead for the compostable toilet. Plans to produce a calendar have been scrapped as it would involve a lot of work and would be expensive.  Other than that, things are ticking over well.

TALC – there were two speakers at the recent meeting. The Police Superintendent spoke about proposed cuts over the next four years. One change will be that current traffic police will be multi- functioning, no longer being solely assigned to motorway patrol duties.   Jeremy Christophers, Leader of TDC spoke of the District Councils four year plan which included car parking.

DNPA Development Management and Delivery Plan – a mobile unit visited Christow recreation field car park.  A number of local residents visited the unit to ask questions and find out about the Park’s plans for the future.

DNPA Planning Conference – a lot of people attended, many being first time representatives.  The Consultation was discussed but there was very little opportunity to ask questions.

Suppliers Conference – held at TVCH.  This was more for village halls with a numbers of companies represented selling insurance, solar panels, supplies etc.

 PLANNING

 Items for Discussion – DNPA has asked the Parish Council for its comments in respect of the following planning proposals:

The following items were dealt with between meetings due to short timescales for responses, site visits having been made in respect of all three applications.

16)  5 & 8 New Houses (Hillside, Neadon Lane, Bridford - re proposed two storey extension. (DNPA ref. 0348/11).  “The Parish Council, having visited the property considers the proposed alterations and extension will enhance the property and fully supports the proposals.”

17)  Land at Westcott, Moretonhampstead - re proposed open sided agricultural storage barn (465sqm). (DNPA ref. 0344/11) “Despite the OS reference it is unclear from the plans, the precise location proposed.  The plan without showing gates/trees and a wider location leaves a lot to be desired in terms of clarity.  The

Parish Council visited what it considered to be the two potential sites and for both would comment as follows:

1)      This is a very large building not related to any other buildings.

2)      The locations are very prominent and visible from either Blackingstone or Heltor Rocks.

3)      Considerable landscaping would be needed to mitigate the impact.

4)      Is there not a more suitable site on the 100 acres holding nearer to Westcott and existing buildings?

5)      Without more specific details as to location and landscaping, the Parish Council has concerns over this proposal.”

18)  Heath Cottage, Bridford – re proposed internal alterations including works to partition walls, floors, and doors, plus external works to include replacement/new windows and wall render (DNPA ref. 0359/11).  “The Parish Council visited the property and viewed both the outside and inside.  Clearly the owner intends to restore and conserve the property in a sympathetic way whilst making it a more useable and comfortable home.  The Parish Council has no objections to using appropriate double glazed windows and no objections to the proposed new window and other external improvements.  The Parish Council fully supports this application”

22)  It should be noted that a cheque for £20 received re one of the allotments was returned by the bank unpaid and the tenant has since paid the amount in cash.  The bank raised a £7.50 charge in respect of this item which has been reimbursed to the Parish Council by the tenant.

There is a concern that after the Parish Council has undertaken site visits and submitted its comments to DNPA, residents are coming forward to either complain about what has been said or to put forward comments or objections after the event.  Parishioners are encouraged to contact any Parish Councillors with any concerns or issues they may have regarding any pending planning applications so that their comments may be taken into consideration by the Council when makings its observations to DNPA.  Details of all Councillors and the Clerk are available on the Bridford website and on the notice board.

25)  Burnicombe Farm – correspondence from Parishioner re PC’s support for recent retrospective planning application.  The Parish Council stands by its comments made to DNPA and does not consider there to be any reason for further action.

26)  DNPA Local Development Framework – Consultation Draft of the Development Management and Delivery Development Plan Document.  The document has been circulated prior to the meeting.  This item has been deferred until the September meeting.

27)  Post Office Outreach Service – recommencing on 12th August. Consultation requesting comments/suggestions. The Parish Council is very pleased that the service has been retained.

28)  Crimestoppers – the Parish Council decided not to contribute to assist in the running costs of producing and distributing leaflets and running campaigns.  Its policy regarding donations does not generally include organisations outside of the Parish.

29)  Review of Polling Districts, Places & Stations – Bridford Parish is happy with its current arrangements.  There would be nowhere else suitable.

30)  Devon Active Villages and Dance This Way Projects – new co-ordinator to be appointed.   Details to follow.

31)  Stover Canal Society Open Day -  20th / 21st August 2011.  Details available from the Clerk.

32)  DNPA 60th Anniversary Dartmoor Quiz – this will be staged in two rounds, the first taking place in October at ten different locations based on Ranger Sectors across Dartmoor.  An item will be placed in Unity to try and get a team together for Bridford.

33)  Road Works at Neadon Lane – provisional start date late October 2011.  The road will be subjected to a road closure for the duration of the works and a fully signed diversion route via Bridford Mills will be in place.

34)  DISTRICT COUNCILLORS REPORT  - report from Teignbridge District Councillor Stephen Purser – the consultation has now closed re the four year plan. Car parking has now gone through – up until 24th October, Sundays in rural car parks will be free and w.e.f. 25th October, all Teignbridge car parks will be free on Sundays.  The Leisure Group is looking at ways to make school facilities available to more people.  Housing – 270 affordable houses were built in Teignbridge last year.  It is planned to get 740 built per annum.  The Localism Bill is coming in, in September.

27)  PAYE – the Parish Council has finally been registered to use HMRC’s online services and the Clerk has now been able to calculate and record salary payments online.  This will enable online annual returns to be processed as per the official requirements.
